Civil Rights Commission shall receive and investigate complaints of discrimination by transportation network company drivers in violation of non-discrimination policies, using procedures established under chapter 368.

Transportation network companies must be accountable for driver compliance with non-discrimination policies and laws regarding service animals, with "service animal" defined as in section 347-2.5.

Department of Transportation shall issue penalties for violations found by Civil Rights Commission: $5,000 fine per violation, warning after three violations within 12 months, and permit suspension for 12+ months upon ten or more cumulative violations.

Department of Transportation shall make all penalties publicly available on its website.

Act takes effect July 1, 3000 and does not affect rights, duties, or proceedings that matured before the effective date.
