Authorizes the Division of Animal Industry to adopt rules establishing an assessment and approval process for importing and moving aquatic livestock in Hawaii, including pre-arrival disease testing, entry inspection, and post-arrival inspection requirements.

Requires the Division of Animal Industry to develop a biological aquatic risk-based framework that categorizes aquatic livestock species based on probability and consequence of feral population establishment, under direction of a state aquaculture veterinarian.

Adds three new statutory definitions: "aquatic livestock" (domestic and non-domestic fish, crustaceans, and mollusks raised for food or commercial purposes), "biocontainment" (methods and facility features to prevent release of infectious animals and pathogens), and "biological aquatic risk" (combination of consequences and likelihood of harm from escaped species or pathogens).

Requires the Division of Animal Industry to develop biocontainment standards establishing physical and operational requirements for aquatic livestock facilities.

Appropriates unspecified general revenues for fiscal years 2025-2026 and 2026-2027 to fund framework development, with existing aquatic animal import permits carried over and remaining in force under the new system.
