Allows persons to accept state-issued digitized identification cards as valid identification for proving identity or age, but only if downloaded through a state-approved mobile application.

Prohibits digital copies, photographs, or images of identification cards that are not downloaded through an official state application from being considered valid digitized identification.

Requires persons to promptly return a consumer's mobile device after verifying identity and license/identification card status, and prohibits searching other data or applications on the device without consent.

Authorizes state and county law enforcement agencies to accept digitized identification cards as proof of identity beginning July 1, 2027, where physical licenses or identification cards are currently required.

Exempts situations where federal or state law requires physical copies of driver's licenses, passports, visas, or other identity cards to be presented.
