Amends the definition of "employer" in Hawaii Revised Statutes Section 388-1 to include the State and counties when wage payment provisions in Chapter 388 have no comparable provision in Chapter 78 (public officers and employees law).

Applies existing wage payment requirements to state and county employers, including penalties of not less than $500 or $100 per employee per day of violation for late wage payments, along with back pay and 6% annual interest.

Removes the blanket exemption that previously excluded the State and political subdivisions from wage and hour law requirements.

Does not affect rights, duties, penalties, or proceedings that occurred before the bill's effective date.

Takes effect upon approval.
