H.B. 482 - Illegal Camping

• Amends section 708-814.5 to establish specific fines for criminal trespass onto public parks and recreational grounds: $100 minimum for first offense, $200 for second offense, and $400 or 30+ days imprisonment for third or subsequent offenses.

• Authorizes seizure and disposal of abandoned or unattended personal property left unlawfully on public parks or recreational grounds, with immediate disposal of items posing immediate health or safety risks.

• Requires the Department of Human Services to establish a homeless outreach and case management program providing transportation to shelters and referrals for medical, mental health, and substance abuse services.

• Requires the Department of Land and Natural Resources to identify and restore vacated homeless encampment areas on public lands and submit annual reports to the Legislature beginning in 2026 detailing parcels restored and appropriation amounts expended.

• Appropriates unspecified sums for fiscal years 2025-2026 and 2026-2027 to the Departments of Human Services and Land and Natural Resources for implementation; effective July 1, 2025.
