• Establishes the Hawaii Efficient Transitional Homes Commission within the Department of Health to oversee strategic development, operation, and funding of transitional homes.

• Commission membership includes directors of health, public safety, corrections and rehabilitation, and human services; the state health planning and development agency administrator; a judiciary representative; and nonprofit organization representatives selected by the chairperson.

• Commission shall develop performance metrics and recommendations including lean management practices, real-time monitoring technology, community liaison roles, resident-led advisory boards, artificial intelligence for performance audits, and an interactive public dashboard for transparency.

• Commission must submit reports with findings, recommendations, and proposed legislation to the legislature no later than 20 days before each regular session beginning in 2026.

• Defines "transitional home" as a residence for persons needing support in recovery, disability care, or transitioning from homelessness or incarceration, including clean and sober homes.
