Repeals Section 92-10 of Hawaii Revised Statutes, which exempts the state legislature from open meetings law requirements.

Removes the provision that allowed the Hawaii Senate and House of Representatives to use their own internal rules and procedures instead of complying with the state's open meetings law.

Eliminates the exemption that allowed the legislature to set its own standards for notice, agenda, minutes, enforcement, penalties, and sanctions related to meetings.

Takes effect upon approval of the bill.
