H.B. 50 Summary

• Removes the requirement for department head approval of employment, appointment, promotion, transfer, demotion, discharge, and job description decisions for boards and commissions while maintaining compliance with applicable personnel laws.

• Amends section 26-35 to clarify that boards and commissions determine personnel decisions subject only to applicable personnel laws, with department head approval no longer required.

• Updates exemptions for the Office of Elections, Elections Commission, State Land Use Commission, Hawaii Housing Finance and Development Corporation, Oahu Metropolitan Planning Organization, and other state boards and commissions to reflect the removal of section 26-35(a)(4) approval requirements.

• Maintains department head approval requirements for purchases of supplies, equipment, and furniture, and preserves other administrative controls over boards and commissions.

• Takes effect upon approval.
