Temporarily allows each county to petition the Land Use Commission to reclassify land from agricultural district to rural district between July 1, 2026, and June 30, 2029.

Land must meet specific criteria including: not designated as important agricultural lands, developed with single-family residences on lots no larger than one acre, part of a subdivision with at least ten contiguous lots, and supported by the applicable county plan.

County council must provide written notice to all affected property owners at least 15 days before the public hearing on the petition.

Land Use Commission must process petitions within 365 days and may deny petitions if insufficient evidence is presented or significant public trust issues exist.

The office of planning and sustainable development must review and provide a recommendation on each petition regarding state interests.
