• Appropriates $5,000,000 for fiscal year 2025-2026 and $5,000,000 for fiscal year 2026-2027 to fund the cesspool compliance pilot grant project in the department of health.

• Funds may be used to assist low- and moderate-income property owners, including lessees on Hawaiian home lands, with cesspool conversion costs in areas identified as priority level 1 or 2 by the Hawaii cesspool prioritization tool.

• Permits the appropriation to be used for contracting services to administer the program.

• Takes effect on July 1, 2025.
