Requires the Department of Accounting and General Services to install at least one AED on each floor of every state building and public school by January 1, 2026, placed in accessible locations following nationally recognized emergency cardiovascular care guidelines.

Mandates the department to notify emergency services providers of the location and type of each AED installed and develop a cardiac emergency response plan that integrates with county emergency service provider protocols using evidence-based guidelines.

Requires the department to provide CPR and AED training to all employees and security staff of the Governor's office, Lieutenant Governor's office, state legislature, Department of Education, Department of Law Enforcement, and Department of Corrections and Rehabilitation, using nationally recognized evidence-based guidelines.

Requires the department to conduct periodic inspections of all AEDs to ensure they are maintained in operative condition and replaced or repaired when defective according to manufacturer guidelines and national standards.

Provides liability protection for persons administering AEDs or performing CPR under this chapter and appropriates unspecified sums for fiscal years 2025-2026 and 2026-2027 for AED installation, maintenance, and training programs.
