Removes the requirement that land surveys be completed before public lands can be set aside to state departments or agencies.

Allows subsequent surveys of set-aside lands to become binding if ratified by the board of land and natural resources and the governor.

Grants immunity from lawsuits to the State, its departments, agencies, officials, and employees regarding boundaries of land set aside without a survey.

Amends Hawaii Revised Statutes Section 171-11 to streamline the process of setting aside public lands for conservation of government resources.
