Designates all state waters within 3,000 feet seaward of the territorial sea baseline as ocean recreation management areas, creating a uniform statewide system.

Prohibits commercial activity in ocean recreation management areas without a commercial use permit from the Department of Land and Natural Resources, with exception for activity originating from commercial harbors under the Department of Transportation.

Allows existing commercial use permit holders as of July 1, 2025, to continue renewing their permits, but permits may be terminated or denied renewal for cause or if not renewed before expiration.

Maintains existing restrictions on commercial thrill craft, parasailing, water sledding, and high-speed boating activities on weekends, holidays, and Sundays in Maunalua Bay on Oahu, and between December 15 and May 15 on west and south Maui.

Takes effect July 1, 2025.
