Prohibits parking of motor vehicles on the grounds of Iolani Palace, except for necessary deliveries and administrative purposes, effective January 1, 2026.

Requires the Department of Accounting and General Services (DAGS) to remove all blacktop, parking areas, and paid parking adjacent to Iolani Palace, commencing no later than January 1, 2026.

Requires the Department of Land and Natural Resources (DLNR) to develop and maintain a pedestrian area to replace the removed parking, using grass or historically appropriate materials reflecting the original palace grounds landscape based on photos from the Hawai'i State Archives.

Directs DAGS and DLNR to submit cost analyses and proposed legislation to the legislature by twenty days prior to the 2026 regular session convening.
