Authorizes the director of finance to issue special number plates recognizing the University of Hawaii Cancer Center to resident motor vehicle owners who complete the application and pay required fees.

Requires the director of finance of Honolulu, in consultation with other county finance directors, police chiefs, and the UH Cancer Center director, to establish a special number plate design that indicates it recognizes the UH Cancer Center, is similar in shape and size to standard state plates, and remains clearly readable.

Prohibits the special number plate design from infringing on intellectual property rights, displaying obscene or degrading content, advertising commercial products, promoting religion, or promoting philosophies contrary to state civil rights laws.

Charges a special number plate fee covering the county's cost plus administrative expenses and a fundraising fee determined by the director of finance in consultation with the UH Cancer Center director; revenue from fundraising fees shall be deposited in a separate county account for the UH Cancer Center.

Allows the director of finance to revoke all special number plates if fewer than 150 registered owners obtain them within three years of initial issuance; takes effect July 1, 3000.
