Adds new subsection (o) to Hawaii Revised Statutes § 286-52 establishing that proof a transferor filed the required notice form serves as a complete defense to any civil or criminal action against the transferor for acts arising from the vehicle's use, operation, or abandonment by another person after the transfer.

Adds new subsection (p) making transferors who submit false or fraudulent information subject to penalties of $500-$1,000 fine (same as existing penalties in subsection (a)).

Requires Hawaii courts by July 1, 2026, to create new forms and instructions allowing transferors to respond to actions by submitting proof of a filed notice form and to develop additional measures to facilitate dismissal of such actions.

Effective date set for July 1, 3000 (note: appears to be a drafting error as this date is in the distant future).
