Amends the definition of "historic property" in Section 6E-2, Hawaii Revised Statutes, by replacing the criterion of "over fifty years old" with properties included on or eligible for inclusion on the national register of historic places or Hawaii register of historic places.

Expands the definition of "historic property" to explicitly include any artifacts, records, and material remains relating to covered buildings, structures, objects, districts, areas, or sites.

Does not affect rights and duties that matured, penalties that were incurred, or proceedings that were begun before the effective date.

Effective July 1, 3000.
