Prohibits any person or supplier of water from introducing fluoride to public water systems in Hawaii.

Preempts and voids all conflicting state laws, executive orders, ordinances, regulations, or rules regarding fluoride use in public water systems.

Amends Hawaii Revised Statutes Section 340E-7 to add the fluoridation prohibition as a new prohibited act under the water quality regulations.

Legislature cites concerns about fluoride's potential health effects, including endocrine disruption, thyroid function impacts, and associations with lower IQ in children based on government-funded research.

Takes effect upon approval.
