Appropriates funds to the Department of Human Resources Development to establish 2.0 full-time equivalent (FTE) human resource specialist positions and 1.0 FTE human resource technician position to expand professional development programs for state employees.

Appropriates $100,000 for fiscal year 2025-2026 and $100,000 for fiscal year 2026-2027 for developing and implementing a leadership training module for manager-level employees to promote interdepartmental collaboration on innovative solutions.

Aims to enhance the department's ability to provide area-specific training addressing the needs of other executive departments in areas such as leadership, coaching, and conflict resolution.

Effective date is July 1, 2025.
