Establishes the Aloha Intelligence Institute within the University of Hawaii under the office of the vice president for research and innovation to develop, support, and advance artificial intelligence initiatives statewide.

Institute shall conduct interdisciplinary research in AI focused on climate resilience, sustainable agriculture, healthcare, renewable energy, creative media, advanced manufacturing, and cultural and linguistic preservation.

Institute shall foster training and education programs including undergraduate and graduate degrees, faculty training, workforce development, K-12 outreach, and student pathways aligned with the department of education.

Institute shall be led by a director and convene an advisory board with representatives from the University of Hawaii system, state agencies, technology and business leaders, and Native Hawaiian and cultural experts.

Institute may seek funding from federal research grants, private sector partnerships, and philanthropic contributions, and shall submit biannual reports to the legislature and governor on activities, achievements, finances, and future funding needs.
