Establishes the Spay and Neuter Special Fund administered by the Department of Budget and Finance to reduce pet overpopulation and free-roaming cat reproduction through spaying, neutering, and associated veterinary care.

Creates funding sources for the special fund from state income tax refund check-off designations ($5 per individual, $10 per joint return), special animal-themed license plate fundraising fees, legislative appropriations, and private donations.

Authorizes the Director of Finance to issue special number plates supporting the spay and neuter fund, with fundraising fees determined in consultation with an advisory committee; the program requires at least 150 participants within three years or may be revoked.

Establishes a five-member advisory committee including representatives from the Department of Budget and Finance, Hawaii Animal Welfare Association, Hawaii Veterinary Medical Association, and a private non-profit animal-welfare organization to set eligibility criteria and oversee fund disbursements.

Appropriates unspecified sums from general revenues for fiscal years 2025-2026 and 2026-2027 to establish and operate the special fund; effective July 1, 3000.
