Amends Section 132D-20 of Hawaii Revised Statutes to clarify that recordings made by law enforcement using unmanned aerial vehicles (drones) can establish probable cause for fireworks-related arrests.

Permits drone recordings to serve as evidence without requiring authentication by witnesses, unlike other video recordings which must be authenticated.

Restricts the use of law enforcement drone recordings to situations where the drone is recording directly above public property and the fireworks violation occurs on public property.

Expands the definition of evidence that can establish probable cause to include witness statements (even from non-law enforcement officers) and authenticated photographs or video recordings.

Takes effect upon approval.
