Increases state supplemental payment minimum for type I adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes from unspecified to $784, with a maximum ceiling of $1,332.

Increases state supplemental payment minimum for type II adult residential care homes from unspecified to $892, with a maximum ceiling of $1,440.

Authorizes an additional supplemental payment of up to $500 for resident clients in eligible care facilities when state funds for a specific fiscal year remain unexpended, provided maximum payments under the primary rate structure have been paid for at least twelve consecutive months.

Removes the requirement that additional payments only be authorized beginning July 1, 2006, allowing the department to authorize such payments whenever needed based on fund availability.

Effective date: July 1, 2025.
