Establishes a state-funded financial assistance program through the Department of Human Services to pay for colorectal cancer screenings for uninsured residents, residents with inadequate coverage, permanent resident aliens ineligible for Medicaid, and nonresident aliens ineligible for Medicaid.

Requires all colorectal cancer screenings provided under the program to meet standards consistent with the Affordable Care Act implementation guidance from the U.S. Department of Labor, Health and Human Services, and Treasury Department, covering all A and B grade screening modalities recommended by the United States Preventive Services Task Force.

Amends sections 431:10A-122 and 432:1-617 to require health insurance policies to provide colorectal cancer screening coverage without cost-sharing and to inform insured individuals about undiagnosed colorectal cancer risks.

Directs the Department of Human Services to adopt rules establishing an application process for the state-funded screening program with no cost-sharing requirements imposed on participants.

Appropriates general revenue funds for fiscal years 2025-2026 and 2026-2027 to develop and implement the colorectal cancer screening program; effective July 1, 3000.
