• Authorizes registered pharmacists under contract with covered entities (as defined under the federal 340B Drug Pricing Program) to oversee prescription filling and receipt via telehealth using interactive telecommunications systems.

• Allows telepharmacy services when the patient is located at a facility operated by the covered entity, the entity has obtained or applied for a pharmacy license at that facility, and the contracted pharmacist is not physically present at that facility.

• Defines "covered entity," "interactive telecommunications system," and "telehealth" by reference to federal regulations and Hawaii state law.

• Amends HRS §461-9(a) to create an exception to the prohibition on filling prescriptions during pharmacist absence, allowing the exception as provided in the new telepharmacy section.

• Takes effect upon approval; does not affect rights and duties that matured or proceedings begun before the effective date.
