• Prohibits operators of addictive social media platforms from providing algorithmically-curated feeds to minors under 18 unless they use commercially reasonable age verification methods or obtain verifiable parental consent.

• Restricts covered operators from sending push notifications about addictive feeds to minors between 12 AM and 6 AM Hawaii Standard Time without parental consent.

• Requires operators to limit personal data processing of minors to strictly necessary purposes (account maintenance, fraud prevention, legal compliance) unless informed consent is obtained through accessible opt-in mechanisms.

• Prohibits operators from selling personal data of minors and requires deletion of non-essential personal data within 30 days of identifying a user as a minor.

• Authorizes Hawaii Attorney General to promulgate regulations defining age verification methods and to enforce violations through civil penalties of up to $5,000 per violation, plus injunctive relief and restitution; effective July 1, 2025.
