Department of Transportation shall identify roadways in Makakilo (other than Makakilo Drive) that may serve as emergency egress routes.

If no alternative emergency egress routes can be identified, the Department of Transportation must plan for, design, and construct an emergency egress route in Makakilo.

Department of Transportation shall submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2026 regular session convenes.

Appropriates an unspecified amount from general revenues for fiscal years 2025-2026 and 2026-2027 for planning, design, and construction of an emergency egress route.

Effective date is July 1, 2025.
