Amends Hawaii Revised Statutes Section 487-14 to allow consumers who accept restitution under Chapter 487 to still pursue separate civil actions for damages under Chapter 480 (unfair and deceptive practices).

Creates an exemption preventing the acceptance of restitution from barring recovery in actions against parties engaged in unfair or deceptive acts or practices in trade or commerce.

Maintains existing provisions for joint and several liability of corporate directors, officers, managers, and agents who authorized or participated in unlawful acts causing consumer injuries.

Preserves current remedies including additional damages awards for violations targeting elders and the director's authority to establish restitution accounts and assign judgments for collection.

Takes effect upon approval.
