Establishes an intensive mobile team pilot program within the Department of Health's adult mental health division to provide treatment services to chronically houseless individuals suffering from serious brain disorders, including schizophrenia and schizoaffective disorder.

Team shall manage not more than 40 participants and provide after-hours availability including crisis response, emergency room visits, and coordination with law enforcement when participants are arrested.

Team responsibilities include initiating psychiatric medication treatment, pursuing assisted community treatment orders, prioritizing housing placements, and coordinating hospitalizations with area hospitals and behavioral health crisis centers.

Appropriates $1,300,000 for fiscal years 2025-2026 and 2026-2027 to establish 8.1 full-time equivalent positions including a clinical supervisor, psychiatrist, social workers, nurse, and program specialist.

Requires reporting to the Legislature 40 days before the 2026 and 2027 sessions with aggregate data on participant arrests, hospitalizations, housing placements, medication initiation, and assisted community treatment orders.

Pilot program shall be dissolved on June 30, 2028.
