Requires hotelkeepers to notify guests and third-party vendors of service disruptions through all advertising and booking platforms, describing the nature of the disruption, its effect on reservations, and guests' cancellation rights.

Defines service disruptions to include construction noise, pest infestations not treated within 24 hours, unavailable advertised amenities or room features for 24+ hours, utility outages affecting the hotel, strikes or lockouts, and lawful picketing or demonstrations that create noise or are known to create noise.

Prohibits hotelkeepers from imposing fees, penalties, or retaining deposits when guests cancel reservations before or after a service disruption begins, or for any unused portion of a reservation following a service disruption.

Establishes that violating hotelkeepers must forfeit to injured parties three times the amount of charges improperly collected.

Takes effect July 1, 3000.
