H.B. 598 Summary

• Prohibits health insurance policies, hospital/medical service plans, and health maintenance organizations from imposing cost-sharing requirements (deductibles, copayments, coinsurance) for breast cancer screening, supplemental breast examinations, and diagnostic breast examinations.

• Defines supplemental breast examinations as screenings for breast cancer based on personal or family medical history or risk factors, including breast MRI or ultrasound.

• Defines diagnostic breast examinations as evaluations of breast abnormalities detected through screening or other means, including diagnostic mammography, breast MRI, or ultrasound.

• Provides exemptions for high deductible health plans to the extent necessary to preserve eligibility under Section 223 of the Internal Revenue Code; preventative care services qualify for cost-sharing elimination regardless of deductible status.

• Effective January 1, 2026, for all health insurance plans, policies, contracts, and agreements issued or renewed on or after that date.
