H.B. 60 Summary

• Requires the Department of Human Services' Office of Youth Services to develop and implement a program providing individualized service and support teams for at-risk and court-involved youth who voluntarily participate and are referred by law enforcement, prosecutors, schools, family resource centers, child advocacy centers, or government agencies.

• Program must provide culturally responsive, community-based assessments, services, and referrals to address factors contributing to juvenile crime, with the office considering existing programs, stakeholder input, and juvenile justice system data during development.

• Office must avoid duplicating existing efforts while identifying and addressing unmet service gaps, and shall pursue available grants to help fund the program.

• Department of Human Services must adopt rules governing data sharing and privacy, and the executive director must include program findings, recommendations, and proposed legislation in annual reports to the legislature.

• Appropriates unspecified general revenue funds for fiscal years 2025-2026 and 2026-2027 to develop and implement the program, effective July 1, 2025.
