• Establishes a licensing system for medical cannabis cultivation site collectives with annual $2,500 license fee; licensees limited to one indoor cultivation area (1,000 sq ft mature canopy) and one outdoor area (5,000 sq ft mature canopy) per tax map key area.

• Permits qualifying patients to cultivate up to 250 square feet of mature flowering canopy, possess up to 8 pounds of usable cannabis, and manufacture cannabis products without additional licensure; expands allowed forms of cannabis use to include any form.

• Eliminates registration requirement for qualifying out-of-state patients; allows patients to transport cannabis between any two points on the same island and permits interstate interisland transportation by licensees.

• Protects medical cannabis patients, caregivers, and licensees from prosecution, search, seizure, and discrimination in employment, education, housing, and child custody matters (with limited exceptions for federal law compliance and smoking bans).

• Expands definition of medical provider to include physician assistants; allows patients to designate multiple primary caregivers; eliminates mandatory seed-to-sale tracking for collectives; deposits collective licensing fees into medical cannabis registry special fund.
