Requires posting of informational placards about sex trafficking and victim resources in state and county offices, school campuses, and University of Hawaii facilities, with the Department of Human Services developing a model placard by January 1, 2026.

Mandates the Department of Education provide training to teachers, educational officers, and school-based behavioral health specialists on sex trafficking dynamics, identification methods, prevention strategies, and trauma-informed response techniques.

Requires the Department of the Attorney General to develop and implement public education and outreach events in all four counties covering sex trafficking vulnerabilities, identification methods, legal penalties for traffickers, and victim resources.

Appropriates funds to the Department of the Attorney General for fiscal years 2025-2026 and 2026-2027 to support the public education and outreach events (amount to be determined).

Takes effect July 1, 2025.
