HI HB612

Prohibits physicians and surgeons from performing clitoroplasty, gonadectomy, urethral procedures, and vaginoplasty on individuals under one year of age born with variations in physical sex characteristics, unless surgery is required to address an immediate risk of physical harm.

Defines "immediate risk of physical harm" to include surgery to remove tissue with significant malignancy risk, surgery to allow urine to exit the body or treat incontinence, surgery to treat complications from previous procedures, and emergency lifesaving surgery.

Defines "individuals born with variations in physical sex characteristics" as those with physical traits including genitals, gonads, hormone function, or chromosomal patterns that vary from stereotypical development, appearance, or function, including those resulting from androgen insensitivity syndrome and congenital adrenal hyperplasia.

Effective July 1, 2025.
