Establishes braille literacy as a state policy to support low vision and blind students in achieving educational success and employment readiness.

Requires section 504 plans and individualized education programs (IEPs) for eligible low vision or blind students to include assessments of their braille instruction and materials needs, with documentation of decisions not to provide braille services.

Mandates that braille instructional materials be provided concurrently with print materials to other students, or substitute materials if originals are delayed.

Creates a braille literacy resource center within the Department of Education to advocate for services, obtain materials, provide family information, and participate in IEP development.

Appropriates unspecified general revenues for fiscal years 2025-2026 and 2026-2027 to establish and operate the braille literacy resource center, effective July 1, 2050.
