Authorizes the Department of Education to establish a program awarding high school diplomas to persons who did not receive diplomas due to compulsory or voluntary induction into U.S. armed services.

Eligible individuals must have been Hawaii residents or Territory of Hawaii residents and inducted into active military service during specific periods: December 1, 1941 - August 30, 1945 (World War II); June 1, 1950 - July 31, 1953 (Korean War); or August 1, 1964 - January 31, 1973 (Vietnam War).

Allows the Department of Education to award diplomas to persons whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War.

Requires applicants to submit department-prescribed forms establishing their eligibility for diploma award.

Takes effect July 1, 3000.
