HB 630 Summary

• Administratively dissolves all planned community associations and condominium associations existing as of July 1, 2027, by the Department of Commerce and Consumer Affairs.

• Prohibits formation of any new planned community associations or condominium associations after June 30, 2027, and voids any articles of incorporation or documents purporting to establish new associations after that date.

• Transfers all powers, functions, records, and property of dissolved associations to the Department of Commerce and Consumer Affairs beginning January 1, 2027, and July 1, 2027, respectively, to administer planned communities and condominiums under existing bylaws and governing documents.

• Requires the Department of Commerce and Consumer Affairs to submit a report no later than twenty days before the 2026 regular legislative session including a governance plan, budget estimates, legal recommendations, and proposed legislation for long-term administration of planned communities and condominiums.

• Allows association employees to transfer to state employment without being subject to state civil service laws, with the director authorized to set duties, qualifications, and salaries outside standard state pay provisions.
