Prohibits condominium associations (Chapter 421J) from requiring unit owners to pay filing fees, application fees, or similar fees when applying to improve, alter, repair, or renovate their units or exterior portions thereof.

Prohibits planned community associations (Chapter 514B) from requiring unit owners to pay filing fees, application fees, or similar fees when applying to improve, alter, repair, or renovate their units or exterior portions thereof.

Exception allows associations to charge fees if otherwise authorized under their respective chapters of Hawaii Revised Statutes.

Does not affect rights, duties, penalties, or proceedings that began before the effective date.

Takes effect upon approval.
