Adds definition of "de minimis infraction" to Hawaii condominium law: a technical violation resulting in no more than three complaints from separate units within a calendar year or fines not exceeding $500 per violation.

Prohibits condominium associations or boards of directors from enforcing against de minimis infractions of bylaws, rules, or regulations.

Requires associations to provide persons accused of violations with the right to appeal any penalty or remedy to the board of directors with notice and opportunity to be heard.

Mandates written notice to alleged violators informing them of their appeal rights to the board.

Requires bylaws or board resolutions establishing fining procedures to state the basis for fines and allow appeals, with paid fines permitting access to dispute resolution processes through the department of commerce and consumer affairs.
