Allows tenants who prevail in lawsuits for violations of Hawaii's residential landlord-tenant code to recover damages of no less than $1,000 or threefold their sustained damages, whichever is greater.

Requires landlords to pay reasonable attorney's fees and court costs for tenants who win such lawsuits.

Applies to any tenant directly affected by a violation of Chapter 521 of Hawaii Revised Statutes.

Takes effect upon approval and does not apply to rights, duties, penalties, or proceedings that existed before the effective date.
