Establishes a school capital improvement project modernization initiative within the School Facilities Authority to create a planning database for school facilities statewide.

Requires the planning database to include a comprehensive asset inventory of school properties updated annually by June 30, a facilities condition index with ratings updated every three years, and enrollment to capacity ratio data updated by December 1.

Mandates the authority to identify, assess, and prioritize school facilities projects using a classification system for critical infrastructure, expansion, functional adequacy enhancements, and federal/state law compliance.

Requires the authority to submit an annual report to the legislature, governor, board of education, and superintendent by August 15 containing asset inventory data, facilities condition information, prioritized project lists by district, and capacity utilization analysis.

Appropriates unspecified funds from general revenues to the school facilities special fund for fiscal years 2025-2026 and 2026-2027 to establish and operate the initiative.
