Prohibits landlords or their agents from charging an application fee for a criminal background check or credit report if an applicant provides a certified copy of such reports obtained within 30 days from another landlord or agent.

Prohibits landlords or their agents from charging an application fees if a comprehensive reusable tenant screening report is made available and received within 30 days.

Requires landlords or their agents to provide applicants, upon request, a certified copy of the applicant's criminal background checks and credit reports that are less than 30 days old.

Requires landlords or their agents to provide applicants with a receipt for the application screening fee and a breakdown of costs covered by the fee, in addition to certified copies of background checks and credit reports.

Takes effect upon approval.
