Establishes a two-year pilot program in the First Circuit Probate Court and Family Court to fund guardianship and conservatorship-related court resources for respondents who cannot afford them and when the court deems the resources beneficial.

Funds three types of resources: kokua kanawai investigations and reports, guardian ad litem appointments, and professional evaluations (psychological, neurocognitive, or functional) of the respondent's alleged impairment.

Appropriates $50,000 for fiscal year 2025-2026 and $50,000 for fiscal year 2026-2027 to each court (probate and family) for a total of $200,000 over two years.

Requires the Judiciary to submit reports to the Governor and Legislature by 40 days before the 2026 and 2027 legislative sessions, including the number of people served, recommendations on whether to continue or discontinue the program, and funding recommendations.

Takes effect July 1, 2025.
