Amends the definition of "special management area minor permit" in Hawaii Revised Statutes Section 205A-22 to increase the development valuation threshold from $500,000 to $1,000,000.

Adds a new category of minor permits for construction or reconstruction of single-family residential use on shoreline parcels that is less than 7,500 square feet of floor area in aggregate.

Limits the new single-family residential category to parcels that are impacted by waves, storm surges, high tide, or shoreline erosion and are not part of a larger development.

Maintains the existing requirement that permitted development must have no substantial adverse environmental or ecological effect, taking into account potential cumulative effects.

Takes effect upon approval.
