Exempts disabled veterans from Hawaii's vehicle weight tax, making them eligible for the same exemption currently available to active-duty military members.

Repeals the existing exemption that allowed disabled veterans to be exempt from the State's annual vehicle registration fee ($46).

Defines "disabled veteran" as a Hawaii resident who has been honorably discharged from any branch of the United States armed forces and has a 100% service-connected disability rating from the U.S. Department of Veterans Affairs.

Amends Hawaii Revised Statutes Section 249-6.5 to add disabled veterans to the vehicle weight tax exemption and repeals Section 249-31.5 which previously exempted disabled veterans from registration fees.

Effective date: July 1, 3000.
