Amends Chapter 343, Hawaii Revised Statutes, to clarify the definition of "action" subject to environmental review by excluding ongoing or recurring activities that are lawfully permitted and governed by applicable administrative rules or management plans.

Exempts activities in state-managed areas including ocean recreation management areas, marine life conservation districts, and game management areas from environmental review requirements under Chapter 343.

Addresses court decisions that expanded the definition of environmental "action" to unintentionally include long-standing, historically permitted activities such as commercial boating and recreational uses.

Maintains existing environmental standards while reducing regulatory redundancy for compliant operations already subject to strict administrative rules and management plans.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date.
