Requires the State to consider hurricane resistant criteria when designing and constructing new state buildings constructed on or after July 1, 2025, for the capability of providing shelter refuge.

Expands the scope of a previous law (Act 84) that was deemed unconstitutional by the Hawaii Supreme Court, which had only applied hurricane resistant criteria requirements to new public schools.

Applies the requirement to all new state buildings rather than limiting it to schools alone.

Takes effect upon approval.
