Director of Finance shall issue special number plates commemorating the Office of Hawaiian Affairs to registered vehicle owners who are state residents, complete an application, and pay required fees.

Special plate design must be established by the Director of Finance of Honolulu in consultation with other county finance directors, police chiefs, and OHA representatives, and must contain words or images identifying OHA while remaining similar in size and shape to standard plates.

Design restrictions prohibit plates from infringing intellectual property rights, displaying obscene or degrading content, advertising commercial products, promoting religious beliefs, or promoting philosophies based on prejudice or contrary to state civil rights laws.

Director of Finance shall charge a fee covering county costs plus an additional fundraising fee determined in consultation with OHA, with revenue deposited in a separate county account for OHA's benefit.

Program may be revoked if fewer than 150 vehicle owners obtain the special plates within three years of first issuance; Section 10-13 is amended to allow OHA to receive and account for revenue from fundraising fees collected under this program.
