HB 664 Summary

• Establishes the Office of Gun Violence Prevention within the Department of Law Enforcement, headed by a director appointed by the governor.

• Office shall conduct public awareness campaigns on gun safety, safe storage, orders of protection, and mental health resources; administer a grant program for community-based gun violence intervention initiatives; create and maintain a resource bank of gun violence data and research; and develop a comprehensive plan to address gun violence in Hawaii.

• Moves the Gun Violence and Violent Crimes Commission from the Attorney General's office to the Department of Law Enforcement, with the Director of Law Enforcement serving as chair and the Attorney General becoming a commission member.

• Establishes the Gun Violence Prevention Special Fund to receive grants, donations, and legislative appropriations for awarding grants to organizations conducting community-based gun violence intervention initiatives.

• Appropriates unspecified sums from general revenues for fiscal years 2025-2026 and 2026-2027 to fund the office operations and grant programs; effective July 1, 2077.
